Investigative journalist Steve Baker claims Capitol Police counter-surveillance officers knew exactly where to find the January 6 pipe bombs, suggesting foreknowledge of an operation. Baker states the devices were training bombs, not real explosives, and that FBI leadership informed agents the devices were inert from day one. He alleges the operation was designed to divert resources from the Capitol during the certification vote.
