"She was like, oh honey, I make $28,000 a month off foster care. She goes, here's the thing, you wanna get a D-rate kid. You wanna make sure they fail in school. If they fail in school and you can get them on medication, your rate goes up. Every time they don't pass a grade, your rate goes up because they're a more difficult kid. Every time they need a medication, your rate goes up."
At a foster care adoption conference, Lilly met a woman who openly bragged about exploiting the tiered payment system by intentionally sabotaging children's education and pushing medication to increase monthly stipends. This revealed a perverse financial incentive structure driving some of the system's worst outcomes.
