Jen Lilly exposed a shocking loophole allowing traffickers to legally adopt foster children for exploitation. She detailed how traffickers can adopt, sign children into marriages in 33 states with parental consent, and are shielded from statutory rape charges in 19 states through marriage licenses. Congress has reportedly been aware but has taken no action.
