"we do not have a universal paid leave policy for parents. That's at the federal level. There are some different policies at the state level. So every state has slightly different policies, but frequently what's most available to parents is unpaid disability leave that's provided by the state."
Asked about a systemic change to reduce loneliness and distrust, Saxbe argues for stronger parenting policy—especially paid parental leave—saying the US is an outlier without a universal federal paid leave entitlement. She says access is uneven by state and occupation, and that many mothers return to work within weeks because the main protections can be unpaid or limited.
