Discussing an ‘escalation ladder’, Professor Jiang argues that, after other measures fail, Washington’s next move would be to target Iran’s electricity supply by striking power plants. He frames it as a theory of coercion designed to trigger revolt by worsening civilian conditions, and says there are ‘signs’ this will happen, while acknowledging it has ‘not happened yet’.
