The US Department of Defense has failed its seventh consecutive annual audit, with auditors unable to verify $1.8 trillion of its $4.1 trillion in total assets. Tuttle argues this represents either massive incompetence or illegal appropriation of funds outside congressional oversight, potentially funding classified UAP programs in violation of the Constitution's Appropriations Clause requiring all public expenditures be disclosed.
