John Kiriakou claims that during the 1975 Church Committee investigation Senator Frank Church told the CIA director not to destroy MKUltra-related documents, but that the director then returned to headquarters and ordered the material shredded. Kiriakou adds that, as he understands it, only about “15%” of the documents survived, which he presents as limiting what can now be known about the programme.
