Mark Elias contends the US Postal Service is structurally insulated from direct presidential control and says its board of governors could decline to implement what he calls an illegal executive order affecting mail-in voting. He adds he has been critical of the board for, in his view, "going along" with the administration, while acknowledging members may fear congressional retaliation through funding or legislative changes.
