Former CIA officer Gary Bernsen and DEA whistleblower Martin Rodeal allege Venezuela's Cartel de los Soles developed electronic voting software in 2004 to steal elections globally, including in the United States. They claim to have recruited 20 engineers from within the conspiracy who helped write the source code for Smartmatic and Dominion systems, which contain 14 backdoors for vote manipulation. The source code is allegedly stored in Venezuela's national bank vault.
