He states that while LSD and sexual manipulation proved inconsistent, hypnosis delivered predictable results and could be applied to entire groups sharing common beliefs. Bustamante asserts government investment in hypnosis continued after MK Ultra ended in 1973, forming the basis of modern influence campaigns.
