NATO Secretary General Mark Rutte acknowledged Russia's artillery production exceeds all NATO countries combined by a factor of three, according to the professor citing the statement. Combined with Russia's nuclear arsenal and willingness to use it if facing existential defeat, the professor argues there is no pathway to Russian defeat short of nuclear war. Russia's military spending remains only 6.5% of GDP despite the war.
