Donald Trump announced at the NATO summit in Ankara that he would remove all sanctions against Turkey for their purchase of Russian defense systems, contradicting Secretary of State Marco Rubio's recent sworn testimony to Congress that such sanctions could not be removed due to congressional authorization under the KATSA law. The sanctions had been imposed during Trump's first administration and barred Turkey from the F-35 program specifically because of their procurement of Russian weapons systems.
