And then there's waved unagnowledged special access programs which we don't even have oversight over the thing that we refuse to acknowledge that is itself secret."

Eric Weinstein says he has no settled belief on whether aliens exist, but argues US secrecy mechanisms include Special Access Programmes (SAPs) that can be “unacknowledged”, and in some cases “waived”, meaning even normal oversight is absent.
