"His goal was to target the building, and he was okay if he hurt or killed people going in and out of the building, whether they were federal employees or civilians."
Federal authorities alleged that a suspect who set a fire outside a Lower Manhattan federal building housing ICE and the FBI acted with indifference to whether people would be harmed or killed. The broadcast said investigators found weapons and fireworks in a cart connected to the suspect, who was arrested at the scene.
